This is actually where Generic Hordes have an advantage over Manchu. Anyone else will need to reform manually or take the Mandate after the first war to form Yuan. If you are Manchu just form Qing after War #1.

Because otherwise the ticking timebomb of Horde Unity will be a massive issue especially as you eat the high development Northern Chinese provinces as well as have to push through the Chinese mountains. Annoyingly due to Horde Unity you'll probably have difficulty just staying together between conquest unrest and the timebomb.Ģ: This is where you probobly need to think about reforming gov. 1: You want to stay Horde for at least the first war with Ming because of the disaster.
